AS of January 13, 2022, the Misamis Oriental Care System (Misorcares) is able to extend over 1.6 million free health care services to residents in Misamis Oriental, Governor Bambi Emano reported in his State of the Province Address (SOPA) recently dubbed: “Taho Nato sa Katawhan”.

Misorcares, the brainchild of Governor Emano as alternative to government health insurance provider, Philhealth, in what most Misamisnons claimed, “is the answer to the decades-old prayers” of the poor and underprivileged individuals in the province.

Governor Emano said previously less fortunate individuals in Misamis Oriental hardly go to the hospital because of poor transportation system or afraid being scolded by the mean doctors during checkup or puzzled where to get some funds to buy medical prescriptions. “What they did was settle to picking up herbal plants in the backyard.”

“…but today, thanks to the concerted effort from the members of the Sangguniang Panlalawigan, members of the MODHA (Misamis Oriental Department Heads Association), the Capitol employees, our doctors of the eight Misamis Oriental Provincial Hospitals (MOPH), and everybody who are instrumental in implementing the policies of our health care program, Misorcares, we are able to answer the medical concerns of the Misamisnons,” Governor Emano said.

From womb to tomb, Provincial Health Office’s Dr. Bevina Casiño has said from pregnant women to perished individuals have availed of the program, from free medicines, laboratory fees, checkups, blood donation, hospitals bills; and 3-1 program—embalming, wake to interment.

Dra. Casiño even said only during the incumbency of Governor Emano that the Provincial Government has religiously implemented the zero-balance-billing policy of the Philippine Health Insurance Corp. (PHIC) or Philhealth.

“Kung ma-ospital sila, libre ilang tambal. Paggawas nila gikan sa ospital, wala silay bisan piso nga bayaran. Padalhan pa gayud silag libre nga tambal ug maintenance pagpauli,” Dra. Casiño said.

Misamis Oriental, according to Philhealth in 2018, was highest performer of the “No-Balance-Billing” at over 97 percent against four other provinces in Region 10. PHIC-Regional Office X Local Health Insurance Officer Marlon Niṅo F. Arrabaca handed the award in an occasion at the Capitol.

Governor Emano is also grateful to the unending support of the Sangguniang Panlalawigan by allocating funds to Misorcares. A total of P87 million was released to beneficiaries of the 1.6 million medical services and 3-in-1 program as financial aid.
