Ms. Ma. Cecille M. Commandante, a close friend of Mr. Roberto G. Bayona receives the Plaque of Posthumous award from Gov. Bambi Emano during capitol flag raising October 23, 2017. Joining them on stage are Board Members Boboy Sabal, Wayne Militante and Leonard Winstanley. Together with Provincial librarian Richel Ido-Pajara and RTC Executive judge Dennis Alcantar.
